Capcom's Dead Rising - Banned or Not?

Zombies need love, too - at least according to some officials of the German government.

Recent reports indicate that Capcom's upcoming zombie slaughter-fest, Dead Rising has been banned in Germany. But is that really the case?

1up.com went straight to the source and asked the game's developer, who said, "The game has not been banned in Germany. It is scheduled for release on September 8th."

So what's going on? Is Dead Rising banned or isn't it?

The answer is not as black and white as you might think. German blogger Boris Schneider-Johne explains that the USK, an organization similar to the ESRB, refused to give the game an age rating. This means that the BPjM (Federal Department for Media Harmful to Young Persons) will later have the ability to "ban" the game by disallowing any advertising or promotion of the game, including in-store displays. The lack of an age rating already means that Dead Rising may not be sold to minors.

However - and this is where it gets really silly - Microsoft does not license companies to publish unrated games on the Xbox 360. So, while the game can be legally sold to adults in Germany, it can't be published, which pretty much has the same affect as a government ban.

Just to complicate matters further, the lack of an age rating renders the 360's parental controls useless. Doh!

AE: Capcom should just play it safe and provide Germany with a family friendly, undead cooking game and call it Bread Rising.

Honestly I am usually shocked at how quickly my posts appear. I tend to think of you as aghost in the machine that has transcended the need for little things like food & sleep ;) [keep up the awesome work, your dedication shows]

Back on topic:

Is there any chance that XBox may soften its stance on not allowing unrated games due to this situation? It seems like the game developer is confident about selling the game. Could they have insight that is not yet public?

I doubt it. Boris Schneider-Johne sums it up pretty well.

Microsoft (in my view) can not loosen the tight rule of requiring every game to carry a proper legal age rating - because that would immediately undermine the Family Settings feature and make the situation in the long term worse rather than better. The Family Settings in Xbox allow adult players to enjoy the content they want while protecting children from inappropriate content. And all that is tuned to the local standards by using the local age rating systems. Now we just need a legal rating for every game and we’re fine.

I would too. I'd watch an undead cooking show too. Then again, I'd watch a washing machine if it had a zombie in it. ;)

Dead Rising allows cooking food to increase the time before it spoils.

In other words:
Unspoiled food=Health regen
Cooked food/mixed food (In the case of ice cream shakes)=more health regain
Spoiled food=Temporary stun (Shown as stomache ache)

lets ban cooking because it helps the GOOD GUY TRYING TO SURVIVE kill more zombies that are NOT PEOPLE.

So Microsoft won't authorize the game for German release, but unless it's banned later, it's perfectly legal to import. Why doesn't Germany just use PEGI like the rest of Europe?

I think many gamers would relish the chance to consume their time with an undead cooking game. I personally think it would be hot and sell like shave ice on a hot maui day!

We need to put our eggs in one basket and break bread with capcom so that we can savor the sweet sweet gameplay and delicious satisfaction that only undead cooking rendered in real time can bring to the table. Now we're cooking with gas.
